INTRO- restate the problem and mention solutions
I- past solutions and solutions that have failed
II- Solution #1- passing laws
III- Solution #2- device 1
IV- Solution #3- device 2
CONCLUSION- state solutions- no matter what solution is taken, something needs to be done.
Paper #1- Thesis- Talking on the phone while driving is reckless driving and should not be done at the same time.
Paper #2-Thesis- Talking on the phone and driving is a problem that has recently become more dangerous than ever, and needs to be taken care of.
